The IT/ITeS Policy is covered in detail in Gujarat incentives and stamp duty.
How the policies relate to an IFSC unit
State policies apply by their own terms, not by zone. An IFSC unit is regulated by IFSCA and taxed under the Income-tax Act, 2025, but it is also a business in Gujarat, and may be eligible for a State incentive if it meets the policy's definitions. GIFT City's guides state that IFSC units can receive subsidies under the IT/ITeS Policy for prescribed eligible activities. The Policy's own definition of IT enabled services includes financial and accounting processing, HR and payroll processing, IT-enabled banking, depository services and non-banking services such as insurance, pension, asset management and market-related services.
The more common case is a group with operations beyond the IFSC: a domestic office in GIFT City's domestic zone, a capability centre in Ahmedabad or Gandhinagar, or a plant elsewhere in Gujarat. Those operations fall under the IT/ITeS, GCC or industrial policies on ordinary terms. See GIFT City's domestic zone.
The Industrial Policy 2026
The Industries Commissionerate publishes the Viksit Gujarat Industrial Policy 2026, which states that it is valid for five years from 1 June 2026. Its chapters cover, among other things, thrust sectors, startups, R&D, MSMEs, large and mega projects, housing for workforce, a State-level committee and the growth of the services sector. The services chapter names GIFT City and identifies tourism, IT/ITeS, finance and insurance as focus sectors.
The document describes itself as a summary of the incentives under the Policy's schemes and refers readers to the Government Resolutions for each scheme. Eligibility and amounts are therefore set by the scheme resolutions, not by the summary. The 2020 Industrial Policy was valid for five years from 7 August 2020; projects approved under it are governed by its scheme resolutions.
Using more than one policy
- Overlap. The IT/ITeS Policy provides that an applicant claiming incentives under other Government of Gujarat policies may not claim under it. Check each policy for a similar rule before applying under two.
- Central incentives. The IT/ITeS Policy states that its incentives are in addition to any the unit may receive from the Government of India.
- Portals. IT/ITeS claims go through the Incentive Management Portal at dstpolicy.gujarat.gov.in. Industrial scheme applications go through the Industries Commissionerate. The State's investor facilitation portal is the general entry point.
- Timing. Policies have application deadlines tied to their periods. An application made after the period ends will not be considered, however strong the project.
Before you rely on this
- Read the current policy resolution and, for industrial schemes, the scheme resolution.
- Confirm the operative period and whether a new or revised policy has been declared.
- Map the operation to the policy's definitions: eligible unit, eligible expenditure and employee counts.
- Keep invoices, payroll and payment records in the form the policy requires. The IT/ITeS Implementation Guidelines, for example, accept only invoices in the unit's own name paid from its own bank account.
